Ce Zhang is an experienced professional in e-government, credit system building, and business development. He has 20 years of practice in IT consulting and implementing. Previously, he worked successively for CIECC of the Ministry of Commerce of the PRC, Baidu Inc., and China Mobile, where he advised project development and coordinated partnerships. Research subjects that he worked on as a key contributor have applied for and participated in multiple national sci-tech programs. He was among the expert team for China’s Sixth National Technology Forecast. He has headed the development of dozens of state-, ministry-, and commission-level projects, including the National Anti-trust Database, CreditChina.gov.cn, the Gold Customs Project and the System Resource Integration Project of the Ministry of Commerce. He also contributed to the business cooperation between Baidu and China Unicom for the mixed-ownership reform.
